"Access to this application is not authorized" — how can I login?

Every time I try to log in to my account, I get the same message: "Currently, access to this application is not authorized. If you believe that you may have reached this message by mistake, please try again or contact the Internet Help Desk at 1 (888) 706-0583. Thank you"

I've tried multiple times since getting my plan in January, so this is not a time-based thing. I reset my password, I tried a different browser, I tried using the app instead  — nothing works. 

I even called the Internet Help Desk and they just said they weren't the right department then disconnected. 

How can I fix this and log in?
