can not get s/w rep for patient

Hello i work for a providers office and every time i call BCBS of IL I can not speak with a rep.... states speaking with a representative is not a valid option. --- This is very frustrating not only for the practice but also the patient as we are trying to help assist patient with their medical care--- how can i speak with a rep without having to go through this every time????
