SNF provider trying to start a SNF authorization for a HMO member

I am a SNF provider trying to start a SNF authorization for a HMO member (we are INN with the plan). The automated system will not allow me to do it, says it requires a PCP referral. Does that mean the PCP has to start the SNF auth for the member that is in the hospital? I've done precerts for 6 years now and have never run into this. I can't get the automated system to transfer me to a customer service rep.
