I am hoping you can help me to gain some information on behalf of my Brother. He recently had surgery to remove his toes on his left foot. A second surgery was required because he wasn’t healing properly. Now they are proposing another surgery. I am encouraging him to get a second opinion. He is telling me that his BCBS does not allow him to do so. I don’t buy it. Can you help me figure out where he or if he can get a second opinion before they do any more life changing surgery please?
