Patients are not getting their reimbursement.

My question is, we are filing claims for our patients who have already paid us, we don't accept assignment, yet you still send to the checks to us.  We send the checks   back to you and they never get sent back to the patient.  I have spent hours on the phone and no one can help.  The next step is the patients filing a complaint with the Illinois Dept. of Insurance.  Please help.
