I am having trouble signing up to well target program. My homepage does not give me the link to sign up for the website.

I spoke to a represenative at well target the wellness program through bcbs.. I know it states no all plans are elgible for this program. But i can't get a clear answer to this question. I have been on the phone all day with my insurance reps and the reps from blue card access along with the Well Target app reps. Please advise and help.
