Medical group referrals and specialists out of medical group

I have blue precision silver HMO. Can I be referred to a plastic surgeon outside of my medical group? I have to undergo breast reconstruction again and the only doctors that perform the DIEP flap procedure are in my network for silver HMO but not in my medical group.
