Need to cancel Fitness Program; no answer with multiple calls to Fitness Program Customer Service.

I have called the 888-762-BLUE number numerous times to cancel my Fitness Program account since I left my employer four months ago. I am put on hold every time and never connect to a customer service rep.  I am being charged $25 a month for a service that I have no access to. My Well on Target account was locked this month, so BCBS is aware that I am not longer eligible for the program, BUT I CONTINUE TO BE CHARGED.

Let me know what alternate way I can cancel my account and receive reimbursement.
