new npi and tax id number

I am needing to get a hold of BCBS beings we got a new NPI and Tax ID and its saying it is not linked up and letting me bill. I have been through availity and also have a case #. I have called multiple time and can never ever get a live person to get to the next step. Please let me know what I am needing to do get this resolved. Thank You. Lisa
